The concept of the "Ecopolis" is the result of a long search for answers to important questions that require fundamentally new solutions.

1 Healthy environment as one of the modern trends of the global community

In the last 30-40 years of the twentieth century, the global attention has increased on questions of interaction between human civilization and the environment. In the process of development of society, there is always the problem of the discrepancy between the increasing needs of people and the actual availability of resources. Therefore, one of the main trends of the development of the world's development and wide application of a balanced solution to the socio-economic tasks and challenges of maintaining is a favorable environment. It increases the need for harmonization of values, spiritual and practical relationships between people and the world.

The solution to these issues that are vital to any community is carried out in the world as a whole and at the level of the individual state, county, city or village.

Once the need is recognized that interdependence and the change of the priorities of the strategic planning, humanity unites the efforts towards the development of effective and optimal development models. This requires a new way of thinking and the modernization of the legislation.

First there were the scientists who took up the alarming warnings about the necessity of counteracting the environmental destruction. Later, one began then to talk in social movements, political elites and in business circles. Large amounts of money will be invested in environmental protection measures, in the restoration of ecosystems and into energy-saving technologies.

Early as the late 70s, the idea of ​​ecological city simultaneously in several countries Ecopolis arose where environmental and social parameters should be located under controlled conditions. In recent years, in Germany no less than 50 eco-villages, eco-towns, urban recreation areas or projects of each eco-homes emerged.

The ecological component has become a cornerstone, not only domestic but also foreign policy of developed countries. An international convention for the Prevention of Pollution has been developed. A key element of the process of globalization is the concept of sustainable development, adopted at the UN Conference on Environment and Development (Rio de Janeiro, 1992, UNCED). In 2002, the World Summit in Johannesburg reaffirmed their commitment to the principles of sustainable development with the aim to achieve the right balance between economy, society and environment.

As a world leader in the protection and improvement of the environment, the European Union, which has embarked on the path of the implementation of strategies for sustainable economic development? This direction was given systematic character. With enormous efforts Western Europe has succeeded in to stop the destruction of the environment. Now the EU has carried out ​​every activity, in accordance with the requirements of environmental protection. The EU strategy is set out in the sixth, long-term program of action for the protection of the environment (2001). Environmental requirements are included in the program documents of the European and national political parties, depending on the results of the national, regional and municipal elections of their practical implementation.

The concern about the environment is becoming a behavioral imperative, which is reflected also in private life. Always persistent occur ordinary citizens for a strict adherence to the rights for one; they are entitled a healthy environment. This behavior - imperative also permeates the business. The EU has achieved that the care about the environment for enterprises not only became compulsory, but is also of economic benefit. Eco-efficient technologies and production are supported by the EU.

To addressing global and regional environmental problems without the participation of Russia is impossible because of his size, his significant proportion of areas with intact natural systems, environmental conservation practices and natural resources as well as intellectual and industrial potential. At the same time the realization of this potential is only possible when a change in the approach to the development of the Russian Federation and the active integration is carried out in the solutions of global problems.

3 Concepts and definitions that were used in the conception

Conception - (Latin - conceptio - understanding, common vision, leading idea) - System of seeing, expressing a certain way of seeing, understanding and interpretation of the objects, phenomena and processes.

Ideology - (from Greek idea and logos - word, understanding, and teaching) - aggregated ideas, attitudes and perceptions built into a logically consistent theoretical framework that expresses the interests of the public and social groups, political parties, movements and masses.

Innovation - activities for finding and obtaining new results, methods of production, elimination of routine and inefficient working conditions, management structures, forms of life activities.

Ecology - (Greek - oikos - house, lounge, accommodation) - is the science that studies the interaction between society and nature, the scientific basis of environmental management and conservation of living organisms.

Ecologisation - is engaged in the maintenance and improvement of the environment, the process of sequential introduction of technological, managerial, legal and other solutions which allow improving the efficiency of use of natural resources and minimizing the environmental impact.

Ecosystem - shared natural complex formed by living organisms and their environment in which they are connected through the exchange of matter and energy.

Ecopolis - (Greek - polis - city state) - village where life is organized on the dual principles of social development and the environment.

Ecological imperative - the principle of the exclusion of any possibility of damage to the living and inanimate nature, and respected by all legal norms without exceptions.

Section – separate block of the "Ecopolis", created on the basis of the settlement of 50 to 100 homes around a system of "eco 100", the heat and energy supply in the future for the settlement and to provide jobs.

4. Conception of „Ecopolis“

4.1. General Characteristics of Conception

4.1.1. Definition:

The concept of "Ecopolis" (hereinafter - the Concept) - is a description of the basic ideas, principles and rules, pursuant to which the construction of a development strategy for the creation of a harmonious living environment of the community of the future.

As the basis of design are the principles of the modern theory and methods of municipal management with innovative technologies. The development is based on the ideology of planning "of the desired", not on the constraints and the current levels achieved oriented, but in search of fundamentally new features.

The concept is aimed at solving the following issues of the time:

• Why is it necessary to change the principles of the interaction of nature and human society?

• What are the conditions under which the local community will ensure environmental protection, economic efficiency and social justice?

• How can a viable system of management of the local community to be organized as part of the trio "the power - the citizens - the science"?

• How to solve the problem of establishing a new generation of managers who think and act creatively and efficiently to use the resources available at the level of city government?

• How a person can be oriented in today's society to the natural transformation of his thinking and giving an impetus to a positive direction?

• What are the alienation of man from the power and the

This document presents the basic principles of the development strategy illustrated by the example of a section of Ecopolis.

4.1.2. Objective:

To ensure a high quality of life of the population on the basis of balanced solutions to problems of social and economic development and preservation of a favorable environment and the natural resources of the potential of the territory.

¨     Establishment of a legal framework for the transition to a qualitatively new stage of development.

¨     Introduction of technologies for the construction of environmentally friendly energy independent houses.

¨     Widespread introduction of ecological systems with energy self-sufficiency by using fully renewable energy sources.

¨     The creation of a new system of education with the interaction of children and adults.

¨     The implementation of a new approach to maintaining health.

¨     Creation of an environment and a lifestyle that offers the spiritual growth of man's self-realization, and the pursuit of happiness.

4.1.4. Principles:

¨     The harmonious interaction of man and environment: "Saving, do not harm, multiply".

¨     Equal emphasis on the economic, social and environmental components of the development of society.

¨     The active participation of the affected sections of society in the development and ongoing implementation of the concept

4.1.5. Phases of Development

1st Phase: Technopolis - Industrial Zone of innovative Ecopolis. Here is created how to activate and accelerate the innovation process to promote even faster and more effective the use of technical and technological innovations. Technopolis is the core of the regional center for the development and production of high-tech products of world class. The program of activities of the Technopolis includes basic and applied research with subsequent implementation of their results with in-house production.

2nd Phase: Eco-estate – It is a place where every family in their own home lives up to 1 acre in private ownership on the territory with real estate. Plot size and shape should be enough, at least with food to ensure the self-sufficiency of the family, and should provide a sustainable, self-sufficient ecosystem that offers the principle of symbiosis between man and nature. The eco-estate is a territory in the development of the necessary infrastructure, facilities and public areas (school, church, administrative center, sports facilities, cultural facilities, parks, agricultural buildings, etc.). 3rd Phase: Ecopolis – Large eco-estate or territorially unified network of ecological communities with developed infrastructure and a system of economic self-sufficiency. Thus, a new ideology is formed, which consolidates the local community and open sources such as the creative energy of the people and motivation to their activities.

4.2.2. Mission

Meeting the spiritual and material needs of the people

The construction of Ecopolis

The design determines the direction of motion of the local community in accordance with the requirements of a rapidly changing world. Since the environmental components are a cornerstone of the whole policy of the international community, these are also the basis of the concept.

Therefore, the creation of the Ecopolis is not an ending but a process that can provide a decent life each of its future residents and their children, grandchildren and great-grandchildren.

The creation of Ecopolis requires lengthy process solutions on an unprecedented scale of environmental, social and economic problems. Therefore, the implementation of the principles of Ecopolis should be considered in steps.

In the short term (2013-2020), it is necessary to overcome the negative factors and achieve a new level of environmental and socio-economic development, in which every citizen will have the opportunity to live in a sustainable environment.

Managing these problems is mainly based on the use of internal resources available: high-tech production, the creation and development of financial institutions and the brainpower. Implementation of structural reforms in the economy, increasing its efficiency based on modern, environmentally friendly technologies with current world experiences.
At the same time based on the dynamic, ecologically-oriented social and economic development of the territories, it is necessary to ensure the preservation and restoration of natural ecosystems to stabilize and improve the environment, reduce waste streams, organizing their safe recycling and disposal.
For the creation of the Ecopolis not only funding and new resources are needed. Above all, a new way of thinking is necessary, based not on the consumer but to protect the environment and spiritual values. As a result, the awareness should be that any consumption should be the gradual harmonization of relations between society and nature, which is the main feature of the creation of the Ecopolis.

¨     Creating the conditions for the training of their small home patriots who are willing to cooperate in solving the challenges of the Ecopolis.

¨     Versatile and timely development of creative skills, opportunities for self-realization, self-development.

¨     Formation of a holistic understanding of the world and the modern scientific worldview.

¨     Formation of an active lifestyle and professional positions, learning basic principles for building a professional career.

¨     Improving education, motivation for knowledge, creativity and success.

¨     Update the content of education that provide the real, natural environment and the main objects of study processes in the foreground, with the participation of the residents of the Ecopolis.

4.4.1. Administrative organization of the process in establishing the
Ecopolis

The implementation defined by the concept of objective requires the development of an appropriate management system.
For ensuring the compliance of the programs of social and economic development with the skills an effective environmental management model is necessary. With this objective anthropogenic the load is distributed over three centers: management (administrative), Technopolis - Techno Centre (economically) and scientifically (City of Science).

Management (administrative) Centre – an organizational and coordination center of the control of the complexes of Ecopolis. It is formed as part of the administrative structure of the holding by the existing management, which can provide the necessary measures for the implementation of the strategic development of the Ecopolis.
In addition, the center deals with the organization of the monitoring of the implementation of the concept on the scope and timing of the implementation deadlines, including with a view to the necessary adjustments to relevant development programs.
When evaluating the results of the implementation of the concept is expected that a certain stage in the development of the program has been achieved. The evaluation of the results of analyzes of the volumes and the decision on the need to develop and additional measures and adjustments are carried out on further action plans.
Establishment of the Ecopolis is not only an objective but a process in which the balanced assessment of the progress is very important.

Technopolis (production center) - a network of companies that make up an entire transport, information and communication system. Its main function consists of gradual, targeted development of industrial areas and adjacent territories in cultural, scientific, commercial and financial objectives as centers of the knowledge economy for balanced and resource-saving technologies.

Science Centre (Science City) - is the center of the scientific support of the Ecopolis. Its main function is to simulate all kinds of activities related to the development of innovative projects, programs, technologies.
All three centers are interconnected and focused on the implementation of the concept of Ecopolis.

4.4.2. Development and activation of mechanisms for the implementation of the realization of the concept

For the implementation of the development policy of a sphere, it is necessary to use a variety of mechanisms: administrative, regulatory, financial, economic and social mechanisms.
Due to the fact that local governments have the possibility of effective use of mechanisms for the implementation of the realization of the concept, the administrative resources should be specifically mentioned. For the purposes of the functional configuration of the local self-government in accordance with the terms of tasks, it is possible the education and training of leaders, the formation of an effective process of implementation and coordination in the implementation of the concept perform. The commonality of interests of different social groups and strata of the population and the formation of priorities for further development allows a local community that is united with the understanding of the unity of purpose and goals, to set up.
One of the key mechanisms for the implementation of this task is to increase the openness of local governments, creating open discussions about current and future plans, carry out analysis of the social situation and timely decisions. According to the results of public discussion of the results of basic ideas, principles and provisions of the concept, the strategic development program for the medium term is developed.
